Here is a DIY Electronic Tic-Tac-Toe game that uses a few microcontrollers and some RGB LEDs.
“RGB LED game to play Tic-Tac-Toe for two players. Uses 2 AVR Microcontrollers: Mega16 and Mega8. RGB LEDs allow each user to choose his/her color to represent Cross/Nut.”

I was thinking of doing something like this for a Go Board. But a 19×19 grid of RGB leds would get kinda spendy…

I have not used a picaxe but I would think that the programmer would be proprietary and may not work with this microcontroller.
